Totally normal. Some women, ESPECIALLY first-time mommies, will not dilate until they actually go into labor. A normal pregnancy lasts between 36 and 42 weeks, so you have a few weeks to go before worrying about dilation. The first sign that you are about to become a mommy is usually the loss of your mucus plug, which is usually lost around two weeks before delivery but it can "thin" out sooner (meaning instead of losing the entire plug all at once, it kind of sheds) or it can remain right up until labor. Dilation of the cervix soon follows the shedding/loss of the mucus plug. Hope I have helped!
