Hi, My mom is 65 years old, never had any urine or bowl problems, 2 months back she started having Urinary and bowl Retention problems and she has mild L5-s1 central disc protrusion also what could be the reason? are these related to each other?

Yes these are most probably related and point towards Cauda equine syndrome. Get a neurosurgical consult for decompression surgery.
