Dry Sex and Precum on the underwear...can she get Pregnant?

One night me and my girlfriend were having dry sex and we were getting in the mood well we took off our clothes and only left our underwear on well we eventully finished and she noticed that I had pre comed and now she is worried that she may be pregnat even though I keep reasuring her that she is not but can you get pregnat even if you were underwear and the fact that my penis was down the whole time

According to the situation you’ve described (underwear on, no penetration, pre-cum in your underwear), it doesn’t seems likely that your girlfriend could conceive. In any case, to be sure, she can take a home pregnancy test. If the test is positive (unlikely), then she can confirm any possible pregnancy with an ultrasound.
