Hello,

Welcome to ehealthforum

Dry patchy skin could be due to dermatitis, eczema, allergy to your undergarments or soap or any cosmetic product and very rarely can be lymphoma.Use cotton undergarment and try using a mild soap.
It requires a proper examination and is very difficult to comment on net.
Kindly visit a Dermatologist for examination and evaluation.

Take Care!
