Welcome to ehealthforum,
It is difficult to comment on the exact cause for the red spots and dried skin on penis that you describe without examining it. If the symptoms have been persistent, or worsening, you should consider getting examined by your doctor/Andrologist/urologist. Treatment as appropriate based on examination findings and evaluation results would be started to help you control the symptoms. Be in regular monitoring and follow-up with your treating doctor/Andrologist/urologist and report any new/abnormal symptoms immediately. If infective cause is detected, and if you are sexually active, get your partner also treated simultaneously to prevent chances of re-infection, and avoid having intercourse while being on treatment.
Take care.
