It's been 3 weeks I've had ringing in my right ear, and recently its been two weeks since my right ear has become plugged.

Doctor says I have fluid in the inner ear after examining it during my physical on the 3rd of February.

I was also given two vaccines one was the flu shot (influenza vaccine) the second one was (Hepatitis B) after returning home I rested the next day woke up the left side of my neck was swollen it seems to be Lymph Node (gland) that swelled up. (No pain) just swollen.

Blowing my nose in the morning or late in the evening there is blood in my mucus. Laying down in bed sometimes help clear my right ear but once I stand up it plugges up again .

Any ideas guys this is really beginning to be a problem for me before all of this I still had a chronic phlegm problem that's been bothering me for weeks but was tolerable.

Based on your description it's likely to be congestion. Decongestants like pseudoephedrine in combination with ibuprofen can be advised if there is no active discharge from the ear or any evidence of infection. If the symptoms persist then a course of antibiotics can also be described in consultation with your doctor.
