Placenta previa and c-section abortion of my wife

M Wife has following problems at 19 weeks pregnancy.

Sac separation
posterior wall very bulky
thinkness is more than 9cm.
covers internal os completely

Large area of sub chorionic haemorrhage in placental tissue

follow up foetal hypoxia / foetal growth is suggested
foetal weight 191-28g
umbilical artery shows absent diastolic flow
Genetic counselling is suggested
chromosome abnormality in this pregnancy as placenta is very bulky

The doctor did csection at 19week and did abortion with three stiches.

i want to know that did c-section was required or doctor did it for money.
i wantt o know if doctor was inexperienced and child could have been saved
