Its my sister who lives in Delhi.
She has a lump in one of her breasts i.e 1.5x1.8 cm. They did some blod tests and ultrasound and told her that its not malignant snd started her on primosa 1000 mg apparently to shink it. I am doubful thinking do they not need biopsy to confirm whether its cancerous or not?

Welcome to ehealthforum,
It is difficult to comment on the underlying cause for the breast lump that you describe without further evaluation. She should not delay her visit to her doctor/gynecologist for further evaluation. She should look out for development of other symptoms like fever, radiating pain or worsening of pain, changes in skin covering breasts, changes in nipple, etc. If there has been history of breast cancer in your family, getting a screening mammogram along with tumor marker test done will be helpful to predict her chances of developing breast cancer. Further treatment options would be discussed with her treating doctor/gynecologist based on examination findings and investigation results. She should be in regular monitoring and follow-up with her treating doctor/gynecologist and report any new/abnormal symptoms immediately.
Take care.
