My daughter is 12 days old, weight 3 KG, she had bilirubin level 17.5, she was under Phototherapy for 2 days, level reached 8.5 so she was discharged. 3 days later during the regular check bili level reached 22 so again Phototherapy was initiated. One thing is that during Phototherapy she was mostly under formula milk. Should we consider breast milk jaundice ?

Not really sure about this. But my nephew who had this before was just exposed to early morning sun for 15 minutes a day for 2 weeks and jaundice was gone.

You should definitely cure this jaundice with your doctor, as they do know for sure how to get rid of this issue.
