Is it normal to cough up phlegm every morning?

For the last couple of years, I have had to cough up phlegm once every morning upon awakening. During & after I have a cold (which I have about once a year) it is worse, and then tapers down until I just have to cough up phlegm once every morning on a regular basis. Does anybody know what this could be?

I should have clarified. Coughing is not the problem. I have no cough. The fact that I have phlegm in my throat every morning is the problem. Thanks.
