Welcome to the ehealthforum and I am glad to help you out.

Without examination, confirmation of a diagnosis is tough but it can be contact dermatitis, rash due to friction rub, folliculitis, cysts, Fordyce spots or angiokeratomas which are normal variants of skin which may occur in some men on the genitalia.

If the lumps have appeared recently then it will be best to get it evaluated from a dermatologist.

It is very difficult to precisely confirm a diagnosis without examination and investigations and the answer is based on the medical information provided. For exact diagnosis, you are requested to consult your doctor. I sincerely hope that helps. Take care.
