If you have small bumps around your lip line for almost a year & they never turned into blisters , could it still be herpes ?

Most likely not... Have they come and gone, or just stayed?
If they come and go it could be, but your body managed to heal them before they turned to blisters. In which case you'd feel a small Pringly sensation around the areas getting bumps.
If they always just seem to be there it could be something else.

If you're concerned you could get a swab or blood test done
