I had a mesh repair of the right inquinal hernia in 1996. I was told it
was mesh. Now, I am feeling the same familiar pains of the hernia as
before. Is the mesh repair permanent? Remember, the mesh repair was
done in 1996.

Thank you for asking

recurrence of hernia is possible with mesh repair done that long. So i want you to seek a general surgeon and let them assess the site and see if the recurrence is there or its just a pain manageable with some painkillers and conservative measures. I am sure it wont come to that.
