Hard to breathe and cold-like symptoms when running

I'm a 20 year old female, and I weigh 183 lbs. My doctor told me I had to lose weight (I'm really inactive and my depression meds also affected my weight.) So I started running the other day after about 2-3 years of not running. During and after running my lungs feel kind of tingly when I breathe in and I feel congested. I start coughing a lot (and I'm phlegmy), and my nose starts running and it feels like I have a cold for the rest of the day. Also my nose gets tingly as well not long after I start running. The only symptom I ever had running before was the runny nose. Is this allergies or could it be asthma (with which I've never been diagnosed)?
