NO, masturbation in any way does not affect a persons growth or development.

Masturbation is a normal and healthy part of exploring our sexuality. It can help us to learn about our bodies and pleasure.

Masturbation is healthy for both males and females; it allows a person to experiment with what arouses them and makes them feel more in control of their sexuality. While some people just aren't interested in masturbation, there's no reason to have feelings of guilt or shame if you do masturbate. No evidence has proven occasional masturbation to be physically or mentally 'bad'.
