Frequent urination,burning in urine along with incomplete evacuation and fever are symptoms of Urinary tract infection,cystitis,kidney conditions,pelvic infections.
It is very difficult to comment without proper examination.
You might require investigations like Urine test and USG scan.Kindly see a Physicin for evaluation.
