Does the apperance of genital warts mean HPV is active again?

I was diagnosed with HPV about 1 1/2-2 years ago. I just had a pap smear sometime around May of this year and came up "clean" for abnormal HPV cells. I understand that I'm always going to have HPV but if my immune system fights it off it will lie dormant.

Now my problem is that I've had the appearance of what I very much believe are small genital warts for about a month or two now. I'm going to the doctor soon, but I just need to know that if genital warts start to appear after a clear pap a few months back if that means the dormant HPV is activated again?

Yes the virus is active again

As far as I know, once you have herpes, the virus would be there forever (not unless they come up with a cure). There will be an increased chance of transmitting it if you have an active outbreak.

I've had herpes for a few years, and usually use acyclovir cream and famcyclovir pills for it. I guess those help a bit, but I heard good things about hsv-zero topical treatment, and I'll chime in and recommend it. It speeds up the healing a lot, and sometimes prevents the outbreak altogether for me, if I slather it on when I get itchy.
