Does anyone use the insulin index for reactive hypoglycemia?

My current diet is based on the glycemic index. I was wondering if going by the insulin index would be better. I know that some believe that reactive hypoglycemia is caused by an overreactive pancreas producing too much insulin. The reason I ask is that some foods are low on the glycemic index chart while being high insulin producers. An example of this would be milk or yogurt.
