my son who is deaf due suspected rubella syndrome has been throwing up some black grimy foul smelling stuff. the vomitting is preceded by about 24 hours of loss of apetite, restlessness and a fast heart beat. it cant be something he ate because his clothes are never stained and the stuff is so unappetising he culd not have eaten it voluntarily.

Well, It could be a bleeding Stomach Ulcer, Have Bleeding in the upper GI tract, or esophageal cancer.

You should take your son to a GI Specialist.

I agree. This could be from blood in his stomach. Don't wait: take him to the doctor. If the bleeding gets too severe, he could become very anemic or worse. If you can't get into the doctor within a day, take him to the ER or to an urgent care clinic.
