My sex partner just sent a picture displaying some redness and slight bumps in a small area near the tip of his penis. He just noticed it yesterday, and he says there is no itching or irritation feeling. He also says he's never had symptoms like this before. Could this be any kind of STD?

I read your question and i understand your concern. Bumps on penis are mostly benign and self resolving. More likely it is jock itch, a fordyce spot . Just maintain good hygiene, dont pop poke or pick it and wait and observe.
