is it safe to fly(air travel) for 4.5 hours when you are diagnosed with congestive heart failure? my mother is 83 and otherwise in good health.

Depending on the severity of the CHF your mother may or may not be able to fly. There is pressure as you climb altitudes in a plane which might strain the heart. Therefore, it is under your discretion and the advice from your dr to decide to fly or not.
