I think I'm allergic to Kotex pads but I'm not really sure at the moment?

It is very possible. Manufacturers are constantly changing pads to make them absorb more, better and faster So it is quite possible that you can suddenly develop an allergy..

That magical blue or green core that absorbs and locks in flow and smells are all manufactured synthetic materials. The covering are also not quite natural as it is made to transport your flow and give you a dry layer. The plasticky leak proof backing is full of chemicals

Try a different brand and see what happens.

You can also google "cloth pads". These are environmentally very friendly, you can make your own. It may be worth it to try if you keep on being irritated.
