after scabies treatments symptoms keep coming back

i have been diagnosed with scabies but after a few treatments and following all instructions the symptoms keep coming back. i have 4-5 original spots which seem to come and go they seem to be going away then after maybe a week they start to raise and itch again. when they start to raise i get littler bumps on my arms and legs and they start to itch. my genitals legs arms and hands seem to be affected by this. the bumps on my hands do no itch and they are flesh colored and not filled with anything. i have been to two different doctors with no luck so any help would be appriciated thank you.

Welcome to ehealthforum.
The symptoms of itching can take about 6-8 weeks after the therapy. If the symptoms are recurrent, you should consider taking second opinion from a Dermatologist (not GP). If your immunity levels are compromised, then chances of recurrence are more. After initial treatment, if the environmental changes and treatment of contacts are not done, then recurrence is possible. Be in regular monitoring and follow-up with your treating doctor/dermatologist and report any new/abnormal symptoms immediately.
