Abormally large scrotum and congestive heart failure

Can a scrotum that is abnormally large as a grapefruit develop water weight gain, and eventually lead to congestive heart failure, due to back up of fluid?

No. But the question remains why the scrotum is enlarged, and this must be evaluated by a physician (usually a urologist).
