I was diagnosed with suffering from a mini-stroke or TIA recently due to a tear/injury to an artery at the base of my neck. My symptoms were loss of balance, double vision and numbness on the right side of my body. Reading up on this, i have found that symptoms of TIA should go away after 24 hours. I have regained my balance, double vision is gone, but the numbness is still present. Does this mean i have suffered from a full stroke. Either way, can i expect the numbness to go away?

This seems like TIA with incomplete recovery.
Although a symptom is still present after 24 hours period, still the rapid recovery from other symptoms makes the TIA diagnosis more obvious than stroke.
However, the right answer can be given only by your physician.
It is important to be careful, since TIA can be followed by stroke as soon as 2 days following the TIA episode.
