Why is my Glans (head) too small, and penis less sensitive??

Sometimes, the head of my penis doesn't swell the way it should during an erection, and it may be thin and small. When that happens penis becomes less sensitive, and I can hardly feel any pleasure. I do have feeling, but it is not as sensitive as it should be. If i brush a feather very gently across my penis, I won't feel it.
