How can we get a doctor to operate on my father?

Hello, my name is Drew. My father has had severe back pain for quite some time now. He is basically crippled due to the pain he has been experiencing over the past few years. He has been taking many, many medications and has seen even more doctors. None of them will perform any operation on him because apparently he is a "liability". He has encountered so much red tape with doctors that no matter how much money he is willing to pay or how many waivers he will sign, no one will operate on him.

I need not go into details about what he needs done, or why. My question is, How can he get a doctor to operate on him? There must be someone that cares more about his patient than his own rap sheet. He has spoken to at least 15 different surgeons and all of them refused to operate considering his condition. He has a large chance of stroke, or paralysis.

In his eyes, he would rather take those chances than deal with the excruciating pain any longer. I see it in his eyes, and it saddens me that the ones who are supposed to help and fix us are turning their backs on him in his time of need.

I don't want my father to die in the pain that he is in. He has lost all hope in finding a surgeon. Please let me know if there is any way to bypass liability and at least ATTEMPT to fix him.

From what I have been told, "They don't sue doctors in Canada".
Maybe someone there would be more willing to take the risk.
