white sticky particles on penis under the foreskin

2 days back I got white sticky particles on the head of the penis under the foreskin because of which I am contineously having itching sensation. My foreskin is absolutely normal and I don't have any problem at the time of Urine. I tried to wash it through water but still didn't get removed. I am not able to understand what is it.This has happend 1st time. What should I do to get relief.
