Have you seen a doctor about it? From what I understand, when the whites of the eye turns yellow, it is usually hepatitis or some liver problem. But if you've had this since birth, it's probably not that. If you are 21 years old, you can go to the doctor w/o your father's permission that is IF he doesn't want you to for some reason.
Get it checked out.
