White bumps on testicles and penis

Hello there folks. I have a semi serious yet embarrassing situation at hand here. I seem to have developed what seems to be some white bumps (like small pimples) covering my testicles and the lower rim of my penis which also seems to be on the thigh area close towards my package. I went to the doctor so that he could check it out, gave me something called Exoderm which basically pealed off the skin around the under part of my penis which gave me a painful open wound. Oh and it didn't help, he also gave me a anti-fungal soap which also hasn't helped me at all. I'm beginning to wonder if this really is fungus or some rare bacteria. Before using Exoderm, I used to use something called "Econazole Nitrate Cream 1%" which also did not help.

The fungus seem to appear where the hair follicles grow ( So as you can imagine, I have a lot of the fungus spread out my testicles). I shaved my testicles and whatnot in order to apply the lotion but like I said, I haven't seen any dramatic recuperation at all.

Please help for I cannot engage on sexual activities with anyone having this painful (painful; because of the damn Exoderm giving me an open wound) and embarrassing situation.

Oh and another thing, what would you guys recommend me for the open wound? I'm scared to use alcohol or anything but if it is safe to use it then I will.

I heard that testicles really aren't prone to be having fungus or whatever since it sort of resists it. I guess I was wrong?
