What is this that i have on my arm? http://i1228.photobucket.com/albums/ee459/ sabboy101/IMAG0220.jpg

I just got this today and im not sure what it is. It is not painful but when you touch it it hurts a little. The surrounding areas are red and hot, also there are like red lines going up (only 2 of them) in to my shoulder. I am also getting a fever i believe but i feel fine
