What is actually considered external? I feel dumb for asking, but where does the inside of the vagina actually begin, the cervix? or parting the lips?

Hi! Welcome to eHealth forum!

External vulvar means on the outside of vaginal hole. So you have to apply it to the vaginal lips and no further. Hope this helps. Take care!
