Q: Weird Scaly/Fluid Skin Problem (pic)

I have this strange skin problem. Its seems to come and go but stays for months at a time. It has some type of yellowy fluid but its not always like that. I'm 28 but only really noticed it the past 5 years. I did have Dermatitis about 10 years ago but this looks completely different. Any idea's ?
