I am 16 years old and got my first period when I was 15, in November of 2007. I have not had a period since. For the past 2 days I have had bad cramping and a brownish colored discharge. There is no chance I could be pregnant. Is this my period starting up again? And if so, how soon will it start?

In the beginning, the menstrual cycles and periods might vary in length and quantity and color of blood lost until the hormones reach their regular cycle. It is quite a common situation and is not considered pathological. The discharge you are experiencing is most probably your period. However, prolonged heavy bleeding for more than few days might require a physical exam from a gynecologist.
