Vaginal discharge and irregular periods ?

Hello, I am a 17 year old woman who has irregular periods, who hasn't had sex, and constantly has what seems to be discharges since I was a pre-teen.
In between my irregular periods, I tend to discharge. The discharge is stringy, it looks much like snot. The color of the discharge will be clear, white, or pale yellow; but there will always be an awful odor.
Sometimes there will be little in my underwear and sometimes I will flare where the discharge continues to come out when I wipe.
When I bathe, I tend to clean my lower area as much as I can and dry it when I get out of the bathtub; but then, I'll discharge the next day.
My doctor did perscribed me on Flagil, which did help sometimes but not all the time. I don't take this medication anymore because I need a refill.
Should I continue the medication?
What can I do to help this from discharging as much as it is?
Is this normal?
Is this a discharge or not?
