If it is running down your leg, that is discharge. Do you mean that the discharge is clear and watery? Is there any odor to the wetness. Is it more like water or more like a raw egg white? If it is like an egg white, that can be an indication that you are ovulating. The wetness could be caused by your body adjusting to being off birth control. (I know I have said this a million times- one symptom or another is caused by the body adjusting to being off hormonal birth control- but our bodies do crazy things when we go on or off birth control.)

I think it's a sign of fertility returning. If the wetness does not lessen in the next few weeks or so, I think you should make an appointment with your gynecologist.
