Q: Using Celest without prescription

My girlfriend wants to start using birth control pills, but for reasons that are too long to go into here can't get a prescription where she lives. I am now in a part of Europe where birth control pills are sold freely over the counter, and she asked me if I could find anything to fit her here. After doing some research I have settled on Cilest. My question is: what are the dangers/ possible side effects of using Cileste without first consulting with a doctor and are there any other pills that might be better suited? She is 18, small build, very athletic, has erratic periods (which is another reason I chose Celest) and is currently still a virgin. I can provide more information if necessary.
