7 weeks 4 days pregnant based on your last mentrual period or based on the ultrasound measurements?
If they saw a pregnancy in the uterus at that time, there is no way it could be an ectopic now.

They should have done the ultrasound the same way whether you were planning on aborting or not.

low fluid and baby not moving much

Depends how low the fluid actually is. If the doctor truly was worried about low fluid they certainly would have done something about it. Also it isn't uncommon for the baby to start to "slow down" once it's getting to term. Especially with lower fluid amounts. Sometimes lying down will allow baby to move more (no effects of gravity). 3.2 cm is perfectly clear at our hospital.
We consider less than 2cm to be low, otherwise we don't even comment. Especially at 18-20 weeks the placenta still has a lot of time to move away from the OS.
