I'm pretty sure that it can be done with parent's consult but, they say the nose doesn't fully grow until your about 21. I'm not sure of the exact age but, i'm pretty sure its about 21. So, its not recommended but, you can get it done.
They say to put tape down on the bridge of you nose. They can supply it to you @ your's plastic surgeon's office.
