I understand where you are coming from.
Being young and a mother is tough and a challenge, so i understand why you are leaning towards abortion for the second one..
But, what about adoption, there are open adoptions where you get feed back, updates photos visitation rights and so on..that child although you cannot afford him or her, would get a fam... more
The first advice i will tell you, is you need to go to a doctors as soon as possible. There are prenatals that you should be taking now to help in the development of the baby, and the doctor could help you figure out your next step.

could she be whining because she likes the interaction with others?
i am not saying you and her father do not give her attention and interact with her, but maybe its a whine for attention or some sort of entertainment.
