Blood pressure high in the morning

If I take my blood pressure right after I wake up, my blood pressure will be 140/90. Within 2 hours, it's back down to 120/72. If blood pressure fluctuates all day long, what is the problem of having a high blood pressure in the morning. I would like to know if a baby accidently exposed to progesterone cream would develope any side effects. The exposure would have been someone having the cream on their arms and daily caretaking of the baby.
