This sounds like a recurrent herpes lesion, especially because it keeps reappearning. Have your dentist check it out.
Perhaps you need to find a new source of inspiration. Remember that your past euphoric swings probably just made you feel creative, but did you really accomplish that much? Be truthful with yourself.
Maybe you should get a 2nd opinion from another psychiatrist. Sounds very odd.
Maybe your serotonin levels are low and you need to be taking anti-depressants in addition to depakote. The same thing happened to me: there was a mis-communication between me and my psychiatrist and I was only taking depakote. I became very depressed. It is straightened out now. I'm on prozac, respiridol and depakote.

According to the book your mental health, anyone who is on anti-depressants should be asking "am I bipolar?" the fact is that anti-depressants can promote manic states and rapid cycling.
