I read that semen contains fluids that slow down bacteria growth so can cumming in a woman help prevent UTI'S or will the mess contribute to getting one?

It's more likely to contribute to getting a UTI, but its not really a deal breaker in whether or not you'll get a UTI-- there would likely be other factors.

You can prevent that by going to the bathroom before and after sex.
