Q: Untreated mental illness

My brother suffered from depression that lead to job loss, he later lost his girlfriend and his home. He was able to get jobs but unable to keep it. My family and I have given him a place to stay for years to help and has contacted countless social workers, however every time a social worker tries to help him, he declines the services and says he is not crazy. The doctors and social workers who spoke to him confirms that he needs medication and therapy. He just turned 28, and because of his age, the social workers say they can't force him to take medication. In the meantime, we are watching my brother's mental health deteriorate. We find him sleeping everywhere like behind gas stations, parks, or even soiled grounds. It breaks our heart that he has turned for the worse. We have tried everything. It is hard that we can't decide for him because of his age. He was hit by a car months ago and did not even get himself treated. We brought him to the E.R. a few days later. He now walks with a limp. We don't know what else we can do to help. I know New York has Kendra's Law where a person with untreated mental illnesses are required to get therapy or medication. He is hurting himself and does not realized he needs help and we can't do anything because of his age. Any advice would be appreciated. Thank you.
