Uncircumsized, foreskin wont go back at all

Hey guys,
Im 16 years old, and have what I think something wrong with my penis. It's normal, about 6.5 inches and uncut(im pretty sure) haha. But, the skin that is covering my penis does not go back at all, it goes about .5 inch past my head and narrows down a lot, to just a hole so i pee and ejuclate. Put when i masturbate it dosent go back, such as i've never seen my head.I dont think this is normal. When I do pull on it, it dosent go back but it just kinda rolls back and i can see like the underside of the skin or something, i guess I could post pictures or something if that would help.
