It sounds to me like you have a condition called Phimosis. It's easy to fix, but you have to see a doctor. If you've never had your penis looked at by a doctor, it can be a bit nerve-racking, but I assure you, doctor's are trained to deal with this type of stuff. There are many solutions, including stretching the foreskin so it can more easily retract (which may take some advice from a doctor, or some steroid creams to stimulate cell growth) or a simple procedure to loosen the foreskin. Circumcision is always an option, but I would recommend it as a last resort... it can be painful and requires a long healing time as well as high risk for infection if you're not careful.

Anyways, see a doctor about it. Get it taken care of sooner than later!

I had the same problem as a young fella, I have been told it was as source of pain for me I do not remember as I was so young.

The doctors told my parents to pull the foreskin back as far as they could and hold it there for a count of 30, 3 or 4 times a day, this helped alot from what I have been told.

When I was about 15 I still had problems getting it back all the way, so I restarted what the doctors had told my parents to do, a year later it was fine and has been ever since, Im now 26.

I don't know if this will work on you but its worth a try.

Another thing I use to do was get the foreskin back as far as I could and give myself an errection, this further helped to stretch the skin, sometimes I used lube to get it back all the way, it did hurt sometimes so I would be careful about doing this.
