How's your diet? A clean diet is the only way to cure the problem, but I'm sure there are some cosmetic techniques available.
Your genetics are the true culprit, which determine such things as hormone production, etc. Some people can have a bad diet and still have good skin, while others need to work with their genetics to balance hormones, oil production, etc. with a healthy, clean diet. It would take to long to write, so if you're not serious about it, I won't bother.
As for cosmetic techniques...try some Biore Pore strips, or getting the black dots everyday before you wash, using an astringent specific to blackheads, etc. Don't overdo it, because if you dry out your skin your body will just produce even more oil making it worse. I think there's some type of pore vacuum that's used for blackheads as well. Google it.
Or you could google and find more information on blackheads, oily skin, balancing hormones, etc. Even if they're not hardened blackheads, it's still basically what your problem is.
