A few months back i chaffed a bit of skin on my penis and it scabbed and fell off, everytme it scabs and the scab falls off it comes back again.

Ive been to the clinic they put sum liquid onit then said it went a bit white so must be a wart (its directly on the frenellum) so then they froze it off.

It fell off as usual but by the endof that day its gone hard again, its skin coloured and white with a small scab on the top, do warts look like this?

It looks healed when it falls off then it just scabs again within hours, im now using the cream they gave me, what i want to know is is this really a wart?

They cant biopsy it as its on the frenellum and could damage it. Ive had sex once 5 years ago, unprotected and never had anything on my penis, but strangely at the same time as this arriving i got about 7 veruccas on my feet from the gym. Could that be related?

Hmm. Plantar warts (a common wart found on the foot) is caused by HPV. Genital warts are also caused by HPV. There are many strains of HPV. So if you have both a plantar wart and genital wart, the two are both caused by HPV, but by entirely different strains of HPV.

I can't tell you much more than that. You could ask your doctor more about it though.
