Q: Mole Removal

Hello, I didn't know where to put this so I put it here in general Q-A.

I had a mole removed from my face (it was about 4mm in diameter) 3 weeks ago by means of surgery. The stiches were removed about two weeks ago.
The byopsy results were clean.

Anyway, I have a couple of questions about that.
The scar from the stiches is still a little red. (the lines from stiches are redish and the area around them). Is this normal , or should the red color have already have vanished?

Also, if the mole is removed by surgery (excision) , is there a possibility that it comes back (I don't mean if the procedure is done wrong, but if it is done right) and in what period if yes?
