According to the symptoms you've mentioned (redness under the foreskin and a urinating problem), it seems that you might be experiencing inflammation of the glans penis, so called the "balanitis". This condition is characterized by a erythema, or edema, of the foreskin, urinating difficulties, itching ,sometimes discharge etc. You may consult a urologist for an expert opinion.
